The Commission on Elections is about to complete its series of Strategic Planning Consultative Workshops intended to generate consensus from among its head office and field officials on the direction the poll body will take the next five years
The consultative workshops were participated in by its Senior Directors and Division Chiefs at the head office, and by the Regional Election Directors and Provincial Election Supervisors all over the country. The sessions were held at Antipolo City, Clark, Angeles City, Intramuros, and in Cebu City.
The Technical Working Group (TWG), which is tasked to put on paper the output of the workshops, is now conducting its write shop at Pasig City.
The highlight of the strat plan was the participation of election stakeholders from civil society, like the PPCRV, Namfrel, CER, TAN, C-Cimpel, and IBP, and those from election deputies such as the DEPED, AFP, PNP, and DOST. The stakeholders were pleasantly surprised and elated at the initiative of the COMELEC to seek their inputs for the planning sessions.
I was honored to have been invited as a resource person on the topic of election legal framework and election adjudication. I must say that I am amazed at the zeal and energy displayed by the officials of the poll body in actively participating in the grueling sessions, with them conceding some of the Commission’s weaknesses and looking forward to working for a better more capable election management body.
